The system is simple in theory — 8 digits, a hierarchy, done. In practice, a few things catch everyone off guard.
The hierarchy doesn't always follow business logic. 'Construction supervision' lives under Construction (45), not under Engineering consultancy (71). 'Training services' could be under Education (80) or under Vocational training (80530000) depending on the context. If your first instinct leads nowhere, think about how a procurement officer — not a business owner — would categorise the work.
The language is translated EU-speak, not market language. You sell 'cloud hosting', but the CPV system calls it 'internet hosting and related services' (72415000). You offer 'branding', but procurement calls it 'advertising services' (79341000). The gap between what you call your work and what the CPV calls it is often wider than people expect. Try multiple terms before assuming a code doesn't exist.
Codes that look almost identical can cover completely different contract types. 72200000 is about software consulting and programming. 72300000 is about data services. One digit difference, entirely different scope. Always expand the parent and child codes to confirm you're in the right branch — the label alone isn't enough.
A misclassified tender hurts both sides. Buyers who pick the wrong code get proposals from companies that can't do the work. Bidders who filter on the wrong code miss contracts they could have won. Neither side usually realises the mismatch until it's too late. Taking five extra minutes to verify the code upfront saves days of wasted effort downstream.
